율포해수녹차센터를 나서면 솔숲이 우거진 율포솔밭해변으로 이어진다. 인근 보성차밭전망대는 드넓은 차밭을 무료로 감상하며 산책하기에 좋다. 도강마을에 자리한 판소리성지는 보성 판소리의 자취를 만나고 듣고 배우는 공간이다. 제암산자연휴양림은 무장애 산책로 '더늠길'이 겨울 산책을 돕는다.
한겨울에 붉게 피어나는 동백꽃에는 아름다움을 유지하는 힘이 숨어 있다. 동백나무 씨에서 얻은 동백기름은 예부터 여인들이 머릿결을 곱게 가꾸는 데 이용했으며, 지금은 여러 가지 효능이 입증되면서 화장품 원료로 주목받고 있다.
찬 바람이 쌩쌩 부는 요즘, 피부 건강이 고민이라면 제주동백마을로 떠나자. 300년이 넘은 신흥동백나무군락(제주기념물)을 품은 유서 깊은 마을로, 해마다 토종 동백나무 씨앗을 모아 기름을 짠다. 착유기에 넣어 그대로 압착한 생동백오일은 피부 진정과 보습, 아토피에 효능이 있는 것으로 알려졌다.

이처럼 우수한 제주 자연을 활용한 제품임을 제주도지사가 인증하는 '제주화장품인증제도'가 제주에서 시행되고 있다.제주화장품인증제도는 제주산 원물을 사용한 원료 함량 10%(씻어내는 제품 5%) 이상 함유, 제주 물을 이용한 정제수 사용, 제주 소재지 생산 제품 등임을 제주도지사가 인정해주는 공식인증제도다.
이 제도는 2016년 5월 전국 지방자치단체 최초로 시작됐으며 현재 14개국 해외 상표 출원 및 등록을 마쳤다.또 제주공항 내국인 면세점, 제주국제컨벤션센터 내국인 면세점 등 면세점 5곳과 제주경제통상진흥원 1층에 제주 화장품 판매장을 구축해 홍보 및 판매하고 있다.
일산 직영점, 킴스클럽 내 숍인숍 등 제주 외 7곳에도 오프라인 매장이 있다.
제주국제자유도시개발센터(JDC) 면세점과 제주관광공사 면세점, 제주인증화장품 쇼핑몰 등에서는 제주화장품인증제도로 인증된 제주 화장품을 온라인 판매도 하고 있다.
이런 노력 끝에 국내 유일의 지역 인증 브랜드인 제주화장품인증제도는 2018년 '대한민국브랜드대상'에서 우수상을 받기도 했다.
제주인증화장품은 이달 기준 31개 사 151개 품목에 달한다.
2016년부터 지난해 말까지 198억5천만원의 매출액을 달성해 연평균 33억원을 기록하고 있다.박상현 제주도 미래전략과 주무관은 28일 "무분별하게 사용되는 제주 이미지를 보호하고 제주산 원료 및 제주 생산 화장품에 대한 신뢰를 통해 제주 브랜드 가치를 상승하는 효과가 있다"고 강조했다.이어 "최근 다른 지역 생산시설에서 생산된 제품에 제주도의 이미지가 마케팅으로 활용되고 있어 제주만의 화장품 인증제도를 통한 '제주' 브랜드 이미지 강화가 필요하다"며 "커지는 천연화장품 시장에서 제주도가 선도적인 이미지를 구축하고 제주 브랜드를 공공 자원화하기 위해 제주화장품인증제도는 선택이 아닌 필수"라고 말했다.
제주특별자치도는 올해 글로벌 강소기업 육성사업의 지원을 받은 참여기업이 수출시장 진출의 길을 여는 등 가시적 성과를 보이고 있다고 26일 밝혔다.
글로벌 강소기업 지원사업은 혁신성과 성장잠재력을 갖춘 수출 중소기업을 발굴해 해외 수출시장을 선도하고 지역경제를 주도하는 대표기업으로 육성하기 위해 제주도와 제주테크노파크가 공동으로 추진하고 있다.
매출액 100억 원 이상 1000억 원 미만의 기업 중 수출액 500만 달러 이상 기업을 대상으로 공모를 거쳐 선정한다.
선정된 기업에는 최대 4년간 2억 원 범위 내에서 해외마케팅, 지방자치단체 자율프로그램, 보증 및 금융지원, 기술개발사업 참여 우대 등을 지원하고 있다.
올해 제주도는 오송팜㈜, ㈜디오션, 유씨엘㈜, ㈜일해 4개 기업을 지원 대상으로 선정하고 해외시장 진출을 위한 수출마케팅 지원 등 기업 수요 맞춤형 프로그램을 진행했다.lotus오송팜은 3년째 지원 중인 업체로, 일본 신규의약품 허가신청 등을 지원해 국내 제약 바이오기업 최초로 일본 PDMA(일본 의약품 및 의료기기 관리청)로부터 주사용 골다공증 치료제에 대한 의약품 허가를 취득했다.
해당 치료제는 올해 12월 출시돼 연간 50억 원 매출을 예상하고 있으며, 내년 2월에 추가로 1건의 신규 허가 승인도 추진하고 있다. 이와 관련해 국내·외 대규모 제약사들로부터 공동개발 문의가 잇따르고 있다.
디오션은 제주광어 필렛 숙성 방법 연구를 통해 숙성광어 제품을 개발하고 베트남 현지시장을 조사하고 있다. 화장품 제조업체인 유씨엘은 '서울디자인 2022' 참가 지원 등을 통해 해외 신규 거래처를 5군데 발굴했으며, 약 28억 원의 수출 성과를 거둔 것으로 나타났다.
농산물 가공업체인일해는 브랜드 및 제품 온라인 홍보 마케팅 지원을 통해 매출 향상에 기여하고 있다.
최명동 제주도 일자리경제통상국장은 “글로벌 강소기업 육성사업 참여기업이 제주 대표기업으로 성장하도록 뒷받침하겠다”며 “내년도에도 참여기업들의 매출 증대와 기술경쟁력 확보를 위한 다양한 사업을 발굴해 지원해 나가겠다”고 말했다.

첫 번째 주제발표자로 나선 한국생산성본부 정연모 팀장과 이유진 팀장은 '맞춤형화장품 소비자 동향 및 조제관리사 자격제도'를 주제로 맞춤형화장품에 대한 소비자 인식과 이용행태에 대해 발표하고 조제관리사에 대한 인식과 니즈, 자격 제도 및 향후 개선 방향 등을 설명했다.
이어 성신여대 김주덕 교수는 ‘맞춤형 화장품 현황 및 성공전략’을 주제로 맞춤형 화장품 및 조제관리사 제도 현황과 문제점을 고찰하고 향후 발전방향을 제안했다.
김 교수는 맞춤형화장품 시장이 아모레퍼시픽, LG생활건강 등 대기업에 의존해 확대 중이란 점과 고가의 시험응시료, 낮은 합격률 등 조제관리사 자격시험의 문제점을 지적했다. 또한 맞춤형화장품의 성장을 높이기 위해선 AI나 IT, 유전자 분석, 빅데이터 등을 통해 이를 응용한 개개인에 맞는 화장품 조제를 할 수 있는 지원 정책을 마련해야 한다고도 설명했다.
제주테크노파크 서인수 수석연구원은 ‘맞춤형화장품 기술개발 및 서비스 플랫폼, 스킨큐레이터 소개’를 주제로, 2018년도부터 진행한 맞춤형화장품 기반기술 개발현황을 설명하고, 온·오프라인 거점 구축 현황과 각종 융복합기술지원사업을 발표했다.
그리고 조제관리사들이 손쉽게 활용 가능하도록 피부진단 솔루션, 맞춤형 원료 및 처방, 피부진단DB 등 데이터 분양, 보유 장비지원 등 맞춤형화장품 전주기에 걸쳐 기술지원이 가능한 서비스 플랫폼인 스킨큐레이터 사이트에 대해서 소개했다.
대한맞춤형화장품조제관리사협회 이강연 학술이사는 조제관리사협회 조직, 협회 시설 및 회원 현황, 협회 홈페이지 컨텐츠 등 협회에 관한 전반적인 사항을 안내했다. 또한 협회가 조제관리사들을 위해 진행 중이거나 진행 예정인 사업을 설명했다. 이 이사는 조제관리사들이 협회에 바라는 사항이나 건의사항을 청취해 협회 사업방향에 반영할 예정이라고 말했다. thepurelotus이날 워크숍 행사 이후 제주테크노파크와 조제관리사협회 간의 업무협약식도 진행했다. 양 기관은 맞춤형화장품 시장확대 및 활성화를 위한 맞춤형화장품 및 조제관리사 관련 공동 사업 발굴•유치, 운영을 지원하기로 합의했다. 또 업무협약 주요 내용으로 맞춤형화장품 플랫폼 운영, 조제관리사 교육 등 양 기관 및 단체가 추진하는 관련 사업에 협조 및 지원하는 내용이 담겼다.
김병호 제주테크노파크 바이오융합센터장은 “개인 조제관리사 및 중소기업들이 인력, 자금 부족으로 맞춤형화장품 제품 개발 및 시장진입에 어려움을 겪고 있는 상황으로, 이번 맞춤형화장품 워크숍 개최를 시작으로 조제관리사 중심의 시장 확대 방안을 모색하고 계속하여 맞춤형 화장품산업 발전과 글로벌 강소기업이 더 많이 배출되도록 노력하겠다”고 밝혔다.제주 맞춤형 화장품 플랫폼 구축에 참여하는 4개의 기업들이 ‘CES 혁신상’을 수상하는 쾌거를 기록했다.
제주테크노파크는 최근 공개된 ‘CES 2023 혁신상’ 발표에서 빅데이터 기반 맞춤형 화장품 플랫폼 구축 사업을 통해 지원받은 뷰티테크 분야 4개 기업들이 포함됐다고 25일 밝혔다.
CES 혁신상은 미국소비자기술협회(CTA)가 매년 1월 미국 라스베이거스에서 열리는 세계 최대 IT·가전 전시회인 CES에서 기술력과 혁신성이 뛰어난 기업의 제품을 대상으로 수여하는 상이다.맞춤형화장품 조제관리사가 6천명 가까이 배출된 가운데 이들 조제관리사를 위한 맞춤형화장품 워크숍이 개최된다.
제주테크노파크는 대한맞춤형화장품조제관리사협회(회장 장기호)와 공동으로 오는 12월 5일 오후 3시부터 ‘2022년 조제관리사를 위한 맞춤형 화장품 워크숍’을 개최한다. 산업통상자원부와 제주특별자치도의 지원으로 개최되는 이날 워크숍은 맞춤형화장품 분야 핵심 인재로 기대되는 조제관리사들을 대상으로 관련 시장 동향과 자격제도 운영 현황, 대표기업의 우수사례를 공유하고 각종 지원시책과 협단체 활동 내용을 소개한다.

톤28의 정마리아 대표는 ‘기후 빅데이터 기반 맞춤형 화장품 최초 구독서비스’를 주제로 발표를 진행한다. 톤28은 2017년 국내 최초로 기후데이터 기반 맞춤형화장품 구독서비스를 시작한 이후 작년 말 기준 누적 측정 건수 4만건 이상, 맞춤제형 제조 데이터 누적 15만 건 이상을 확보했으며 이를 소비자에게 맞춤형 제품을 적용해 성장하고 있다. 그리고 단순히 미리 만들어 놓은 제형을 추천하는 방식이 아니라 계절 데이터 분석, 피부특성 분석을 통해 매월 주문 후 직접 제조하며 정기구독 서비스를 제공(on-demand 방식)하고 있다. 이번 발표에서는 종이 패키지에 천연, 천연유래, 비건 성분을 담는 방식에 대해 소개한다.
